Local 265 Membership,

The Governor’s plan “Restore Illinois” has established four health regions. Our training center is located with the Northeast region as based on the state's 11 hospital regions. As of Monday May 18, the Northeast region reported a positivity rate at 18.3% just under the threshold of 20% and a drop of 4.9% in the last two weeks. The current numbers would move us into phase 3 of the Governor’s plan. We are hopeful this trend will continue, and we are planning accordingly.

Details of Phase 3

Phase 3 – Recovery: The rate of infection among those surveillance tested, the number of patients admitted to the hospital, and the number of patients needing ICU beds is stable or declining. Manufacturing, offices, retail, barbershops and salons can reopen to the public with capacity and other limits and safety precautions. Gatherings limited to 10 people or fewer are allowed. Face coverings and social distancing are the norm.

Local 265’s Plan

  1. First and foremost, we will look to the State for direction and guidance. We understand that the next several weeks or even months could be fluid and we will adjust our plan accordingly. Our current plan takes the position that we will enter Phase 3 on or before June 1, 2020.

  2. Beginning June 1, 2020, the apprenticeship program will resume. Understanding that our industry is defined as Essential and Phase 3 establishes gatherings of not more than 10 people, we have made the appropriate schedule adjustments and safety protocols to follow the states recovery plan. We will be sharing procedural information (what to expect) with the membership prior to opening.

  3. The Union and Welfare office will begin resuming normal operations with new safety protocols. For the time being the office hours will remain 7 AM – 3:30 PM.

  4. The Union meeting scheduled for Tuesday June 9 is still being discussed. Understanding that we will likely remain in Phase 3 through June, the gathering size of not more than 10 people will prevent us from meeting in person. Over the next couple of weeks, we will let everyone know what to expect.
